Speaker Biography

Mr. Byrd is principal of RCP, a regulatory consulting and professional engineering firm.  In his 24 years of industrial experience, he has managed the development and implementation of compliance programs for air, water, waste, pipeline safety, hazardous materials, and safety management for Fortune 500 companies.  He serves on various industry association committees, works as an expert witness and consulting expert, and is frequently called upon to comment on current or proposed rulemakings at public and private meetings and conferences.

He has served as the point of contact with agency, public, and legal representatives for a wide variety of regulatory and environmental issues.  These issues involved pipeline safety, toxic chemical exposure, groundwater contamination, air emissions, hazardous waste accidents, injection well excursions, and oil spill responses.  He is a registered professional engineer in four states, and has a Masters Degree from the Georgia Institute of Technology.
